For themselves, the developed world see the primary aim in mastering
Information Technology as one of gaining competitive advantage (see, for
example, [6]).
The key objective of the G7 was to have the developing world accept the
core principles of the G7 on the information infrastructure. These
principles were agreed at the G7 Conference in Brussels in February 1995
[7]. These eight principles that they would ``not retreat
from'' [8] were:
-  promoting dynamic competition;
-  encouraging private investment;
-  defining an adaptable regulatory framework;
-  providing open access to networks;
while:
 
-  ensuring universal provision of and access to services;
-  promoting equality of opportunity to the citizen;
-  promoting diversity of content, including cultural and linguistic
  diversity;
-  and recognizing the necessity of worldwide cooperation with
  particular attention to less developed countries.
